The Planning and Operations Division facilitates,
coordinates and guides UTech, Jamaica’s strategic
planning process as well as annual operational planning.
Additionally, the Division oversees the execution
of capacity building and institutional enhancement
projects relating to the physical plant. The following
units comprise the Division: Planning and Projects,
Institutional Research, Project Management Unit and
Facilities Management Department.
Planning and Institutional Research
The 2014 Executive Management Retreat
was successfully concluded in July and on the
basis of its discussions and conclusions, a two-
year strategic operational plan was developed
for the period 2015-2017.
The Department is responsible for the monitoring and
evaluation phase of the planning process as well as
the mining and analysis of student data from various
institutional research projects, for example, the 2014
Graduate Perception Study.
UTech, Jamaica Enhancement Project
The Division continues to manage the US$40 million
UTech, Jamaica Enhancement Project , the multi-
year project, initiated in 2008, to enhance UTech,
Jamaica’s capacity to provide quality level education
through expansion and upgrading of the facilities,
further development of staff, and improved financial
sustainability. The two main components to the
project are construction and institutional strengthening.
The project is funded by the Government of Jamaica,
through a Caribbean Development Bank loan, and
UTech, Jamaica counterpart funding.
NWC / UTECH Sewage Disposal
Following receipt of KSAC Outline Planning Permission
for the UTECH Enhancement Project and other campus
developments and a subsequent joint KSAC/NEPA
meeting, detailed information has been prepared
by consultants prior to submission for full planning
permission. The up-dated Campus Master Plan was
prepared, including revised and new car-parking areas
and an NWA-approved Old Hope Road traffic lights
installation for entry and egress.
The NWC and UTech have signed an agreement
whereby both organizations will collaborate to
implement a project involving the extension of the
NWC public sewer system to facilitate connection
of the UTech facilities. The Capital Works will cost
an estimated J$70M of which UTech will contribute
J$31M. The sum of J$15.5M was paid upon the
signing of the agreement and the balance will be
payable on confirmation that a contract for the works
is awarded. The NWC has tendered the project and
the execution of the works is awaiting approval of the
contract. The connection with the UTech system and
